I’m Running For A Second Term

I'm Sam Scull, your Wilsonville City Councilor. Since my appointment in 2025, it has been an honor to serve our community. I'm running for a second term because I believe my life experience, professional background, and commitment to public service have prepared me to help meet the challenges facing our city while keeping Wilsonville a safe, welcoming, and thriving community.

My wife, Robyn, and I have proudly called Wilsonville home for many years. Before joining the City Council, I served on the Development Review Board, two terms on the Budget Committee, the Planning Commission, and graduated from the Wilsonville Civics Academy. I also serve on my Villebois HOA Board and have volunteered with the American Red Cross for many years.

These experiences have taught me the importance of listening, building consensus, and making thoughtful, fiscally responsible decisions that reflect the needs of our entire community.

I'm not a politician—I'm a community advocate and a problem solver.  Throughout my career, I managed complex industrial operations and learned that effective leadership is not just about making decisions; it's about listening, understanding different perspectives, and ensuring people's voices are reflected in the choices that shape their lives.

Ensuring local voices remain at the center of every decision  Like many communities, Wilsonville faces important decisions regarding our finances, infrastructure, public safety, transportation, and future growth. Meeting these challenges requires thoughtful planning, fiscal responsibility, and, most importantly, a commitment to putting residents first. It means standing up for Wilsonville, advocating for our community's interests, and ensuring local voices remain at the center of every decision.

My key priorities have been thoughtfully addressing the stormwater and sewer rate proposals to ensure all options were fully considered. I supported a lower rate schedule, advocated for discounts for seniors and vulnerable residents, and backed future indexing to help avoid funding shortfalls and reduce the risk of significant rate increases in the future.

I also place great value on public engagement. I carefully considered the extensive public testimony, along with the recommendations of the Task Force and Planning Commission regarding Town Center Plan densities and building heights. My goal is to ensure residents have the information they need to make an informed decision when the Town Center Plan and Urban Renewal proposal appears on the ballot.

I believe strong communities are built when residents are informed, heard, and respected. Since being sworn in, I have made it a priority to meet with residents throughout our city, listen carefully to their concerns, and let those conversations guide my approach to leadership.  Community advocacy isn't simply part of the job—it is the foundation of how I serve.

In my next term, I will continue to focus on:

  • Supporting policies that keep Wilsonville welcoming, business-friendly, and economically strong so residents and employers can prosper together.

  • Advocating for financial transparency and accountability so residents understand how their tax dollars are spent.

  • Expanding emergency preparedness by building on the successful Charbonneau Emergency Preparedness program throughout Wilsonville.

By staying true to our values, investing wisely in our future, and preserving the strong sense of community that defines us, we can ensure Wilsonville remains a place where families thrive, businesses succeed, and neighbors care for one another. From our beautiful parks and welcoming neighborhoods to the civic and community events that bring us together, Wilsonville is a place where people feel connected and valued here.
