Meet Sam

His professional experience and years of volunteering have prepared him well for his role as your City Councilor. 

Sam was born and raised in Pennsville, New Jersey, growing up in the farming communities that defined South Jersey at the time.

He attended elementary and high school there before relocating to Southern California during my sophomore year. 

Sam was recruited to Tualatin in 2010 as a next step in his career.

Sam built a career in engineering and manufacturing, working primarily in the defense and military sectors. During this period, he met and married his wife, Robyn, and earned both a Bachelor of Science in Industrial Technology and an MBA. In 2010, he was recruited to Oregon to lead operations for a manufacturing company in Tualatin. They made Wilsonville their home in 2013. 

”Robyn and I have been married for 35 years now and enjoy living in Villebois, where you can find me most mornings on our neighborhood trails. We like to travel, hike, snow ski, and are currently planning some home remodeling projects. The boss of our home is our cat, Suki (pictured below).”

Professional Experience and Leadership 

Sam’s background is rooted in engineering, operations management, technical/financial problem-solving, and organizational leadership. He has worked in roles that require developing budgets, improving systems, managing risk, and delivering organizational results. This operational mindset shapes his approach to City Council workβ€” focusing on how policies are developed and implemented, how they perform over time, and whether they deliver real value to residents. He takes a holistic approach in both short- and long-term organizational environments. 

Rather than viewing policy decisions in isolation, he evaluates how they affect long-term operations flexibility, scalability, reliability, and sustainability over time. He knows well-run systemsβ€”whether related to utilities, transportation, public safety, or emergency servicesβ€”are essential to maintaining quality of life and public trust. 

Sam is particularly interested in improving how the City plans, prioritizes, and communicates major projects and investments. Clear objectives, measurable outcomes, and transparent decision-making are central to his approach. 

Experience that benefits Wilsonville

Sam has volunteered with a wide range of organizations but all point to his newest role as City Councilor. Beginning with the City of Irvine (CA) Police Department, he has have served in multiple roles with the Red Cross, including Disaster Action Team (DAT), shelter operations, and supply chain management, in both California and Oregon. In Wilsonville, he has continued a commitment to public service by serving on the city’s Development Review Board, the Budget Committee, and the Planning Commission. He has also served on his Villebois community HOA board as President, Treasurer, Secretary, and Director for 13 years.
