Sam brings a combination of curiosity, compassion and quiet doggedness to his role as Wilsonville City Councilor. 

Sam Scull is proud to serve the Wilsonville community as a City Councilor, bringing a practical, resident-focused approach to local government. 

Appointed to the Wilsonville City Council in 2025, Sam currently serves a term running through December 2026. His decision to serve is rooted in a deep commitment to the community he calls home and a belief that effective local government should be transparent, plan forward, fiscally responsible, and grounded in real-world experience. 

Sam approaches his role on Council with a clear guiding principle: decisions made at City Hall should improve everyday life for residents today while responsibly preparing Wilsonville for the future. Whether the issue is infrastructure investment, cost-of-living pressures, emergency preparedness, or the long-term vitality of the Town Center, Sam is focused on outcomes that are fair, understandable, and sustainable.

Wilsonville is more than a cityβ€”it is a collection of neighborhoods, families, businesses, and community organizations that together define its character and culture. 

Sam believes that strong communities are built when residents feel heard, informed, and respected. 

He places a high value on listening to diverse perspectives, encouraging civic engagement, and ensuring that City processes are accessible and understandable to the public. 

As a homeowner, business owner, and active community member, Sam understands the real impacts of City decisions on household budgets, neighborhood livability, and local businesses. 

Rising costs, including household essentials, taxes, and utilities, affect residents in very real ways. Sam consistently advocates for thoughtful planning and policy decisions that balance necessary investments with affordability and accountability. 

Sam also brings firsthand experience serving within his Villebois Homeowner’s Association (HOA), where he has worked collaboratively with neighbors to address shared challenges, manage limited resources, and make decisions that reflect the collective neighborhood good. That experience reinforces his belief that local governance works best when it is collaborative, transparent, and grounded in good data.
